NDI and Bank Gospodarstwa Krajowego (BGK) Sign Memorandum of Understanding

National Development Institution (NDI) and Bank Gospodarstwa Krajowego (BGK), Poland’s national development bank, have signed a Memorandum of Understanding (MoU), establishing a framework for cooperation on Ukraine’s recovery, investment promotion, financial sector development, and support for Ukrainian businesses.

The MoU was signed on the sidelines of the Ukraine Recovery Conference (URC 2026) in Gdańsk, one of the leading international platforms for mobilising international support, investment, and partnerships for the country’s recovery and long-term development.

The partnership will focus on supporting micro, small and medium-sized enterprises (MSMEs) through new programmes, innovative financial instruments, stronger financial institutions, knowledge exchange, participation in international donor initiatives, and ESG- and climate-focused investment.

“Ukraine’s recovery is about much more than rebuilding what has been lost. It is about laying the foundations for a modern, competitive, and resilient economy. Development institutions have a critical role to play in this process. Poland’s experience demonstrates how strategic investment, strong institutions, and effective business support can drive long-term economic growth and successful European integration. We look forward to working with BGK to translate these lessons into practical solutions that will benefit Ukrainian entrepreneurs and the broader economy,” said Andrii Hapon, Chairperson of the Management Board of NDI.

BGK President Mirosław Czekaj added:

“In line with the European Union’s continued support for Ukraine, BGK is strengthening its cooperation with Ukraine’s development institutions. This marks another important step towards reinforcing the partnership between the European Union, Poland, and Ukraine. We are confident that this cooperation will contribute to greater economic resilience across the region and create new opportunities for businesses in both Poland and Ukraine. Together with European Union institutions, we are committed to actively supporting Ukraine’s recovery by developing joint financial instruments for enterprises and financial institutions, while strengthening the investment capacity of our partners.”

The MoU lays the foundation for long-term cooperation between NDI and BGK to strengthen Ukraine’s development finance ecosystem, mobilise international investment, support Ukrainian businesses, and contribute to the country’s recovery, resilience, and sustainable economic development.
