Ukrainian MSME lending Program in priority sectoral areas
This program offers preferential terms of lending to enterprises, who work in selected industries considered by the BDF as a priority and strategically important.
Program of micro-lending
It’s the first and the biggest BDF program in terms of volumes with minimal restrictions for MSME.
Program to support the financing of investment projects for small and medium enterprises in priority directions
Program to support the financing of investment projects for small and medium enterprises (SME) in priority directions (hereinafter – The Program) was developed within the project “Supporting the small and medium enterprises”. This project was realized within the Loan and Grant Agreement that was signed on December 29, 2012 between the Cabinet of Ministers of Ukraine represented by the Ministry of Finance of Ukraine, KFW and Business Development Fund (hereinafter – BDF). The main purpose is the financing of investment to fixed and working capital in small and medium enterprises.
Program of partial compensation interest rates for bank`s credits for small and medium enterprises in Kyiv city
In order to support representatives of the small and medium business in Kyiv city the Regulation on Financial and Credit Support for small and medium enterprises is in force. This Regulation was approved by decision of the Kyiv City Council on September 21, 2017, №46/3053 (with amendments and additions).
Program of partial compensation interest rates for bank`s credits for small and medium enterprises in Ternopil area
Ternopil Regional State Administration (hereinafter – Ternopil RSA) with BDF to implement the Strategy of development small and medium enterprises in Ternopil area on 2016-2020 have implemented The Procedure of using funds provided for in the regional budget, for partial compensation interest rates for bank`s credits for small and medium enterprises (hereinafter – The Procedure)
Program to recover financing of investment projects for small and medium enterprises in East of Ukraine
Program realized within the component 2.2 “Economic recovery and SME development. Access to MSME financing”.
The agreements “The support for the East of Ukraine by The European Union” signed on December 08, 2017 between the Government of Ukraine and The European Union.
Program “Affordable credits 5-7-9%”
BDF was created on the basis of the German-Ukrainian Fund by decision of the Government of Ukraine, and started implementation of the Government Program “Available credits 5-7-9%”. It’s a new stage in BDF work, where the Fund acts as an agent of the state for the implementation of SME support programs.

Government program “Available financial leasing 5-7-9%” produced according to The Procedure of providing state support to business entities under financial leasing agreements.
Program “Support for enterprises of the fuel and energy complex”
Government program “ Support for enterprises of the fuel and energy complex” Program for providing financial state support to enterprises identified as critical to the functioning of the economy in a special period in the defense industry.
The Government’s “Program for Providing Financial State Support to Enterprises Identified as Critical for the Functioning of the Economy in a Special Period in the Defense Industry” (hereinafter referred to as the Program) was developed in accordance with the Procedure for Providing Financial State Support to Enterprises Identified as Critical for the Functioning of the Economy in a Special Period in the Defense Industry, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1288 dated November 5, 2024 (hereinafter referred to as the Procedure).
In accordance with the terms of the Procedure, the Program is implemented by the Entrepreneurship Development Fund (hereinafter referred to as the Fund) through banks authorized in accordance with the terms of the Procedure (hereinafter referred to as the Authorized Banks).

Program for providing financial state support to enterprises identified as critical to the functioning of the economy in a special period in the defense industry
The Government’s “Program for Providing Financial State Support to Enterprises Identified as Critical for the Functioning of the Economy in a Special Period in the Defense Industry” was developed in accordance with the Procedure for Providing Financial State Support to Enterprises Identified as Critical for the Functioning of the Economy in a Special Period in the Defense Industry, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1288 dated November 5, 2024 (hereinafter referred to as the Procedure).
In accordance with the terms of the Procedure, the Program is implemented by the Business Development Fund (hereinafter – the Fund) through banks authorized in accordance with the terms of the Procedure (hereinafter referred to as the Authorized Banks).
Program “Add energy to your business”
Program to support the financing of energy efficient investments of small and medium enterprises, was developed within the project “Refinancing of energy efficient investments of small and medium enterprises in Ukraine through the financial sector”. The project was realized within the Loan and Grant Agreement signed on July 25, 2022 signed between the Cabinet of Ministers of Ukraine represented by the Ministry of Finance of Ukraine, KfW and the BDF in order to finance energy efficient investments of small and medium enterprises in energy efficient and renewable energy. The main goal is reducing energy consumption and/or CO2 emissions that will increase their competitiveness and environmental protection in Ukraine and the world.
Program of financial state support of business entities under factoring contracts "Affordable factoring"
Government program of financial state support of business entities under factoring contracts that was adopted by The Cabinet of Ministers on January 24, 2020 Order №28, for the purpose of supporting Ukrainian product manufacturers – any products, services, works of Ukrainian origins which intended for sale (payment transmission) and produced by Ukrainian product manufacturers.
Program “Energy Independence of Individuals - Household Owners”
The Program for Providing Financial State Support to Individuals Who Install Generating Installations Producing Electricity from Alternative Energy Sources in Their Households “Energy Independence of Individuals – Household Owners” (hereinafter referred to as the Program) was developed in accordance with the Procedure for Providing Financial State Support to Individuals Who Install Generating Installations Producing Electricity from Alternative Energy Sources in Their Households.
Support program for MSMEs in Kryvyi Rih region
On October 1, 2024, the program Support for the Recovery of Kryvyi Rih region and the selection of 120 MSMEs registered and operating in Kryvyi Rih region (funded by the Government of the Grand Duchy of Luxembourg through the Luxembourg Development Agency (LuxDev)) was launched.
Program to support financing of energy service companies (ESCOs)
This Program was developed by the Business Development Fund to implement the Project “Removing Barriers to Investment in Energy Efficiency in Public Buildings in Small and Medium-Sized Cities of Ukraine through the Use of the ESCO Mechanism” funded by the United Nations Development Program in Energy Efficiency in Public Buildings in Small and Medium-sized Cities of Ukraine through the ESCO Mechanism” funded by the United Nations Development Program, a United Nations subsidiary agency established by the United Nations General Assembly (hereinafter referred to as UNDP), which is a partner in the implementation of this Project.
