On 28 July, the results of the “From Class to Work: Vocational Training for Women and Other Target Groups” project were presented in Kyiv. The project was implemented by the National Development Institution (NDI) under the Skills4Recovery Multi-Donor Initiative, with financial support from the European Union, Germany, Poland, Estonia, and Denmark.
During the implementation of the project, 916 participants enrolled in vocational training, retraining, and upskilling programmes. Of these, 842 successfully completed the training and secured employment, representing nearly 92% of all participants.
“Most of the training was delivered directly in the workplace, with employers acting as full partners in designing the training programmes. This approach ensured that learning was closely aligned with real production processes and the actual workforce needs of businesses,” said Andrii Hapon, Chairman of the Management Board of the National Development Institution.
The project primarily targeted people for whom changing professions has become particularly challenging due to the war. Participants included 63 women and 13 veterans. In addition, 135 participants were under the age of 24, while 156 were over the age of 50.
“Workplace-based vocational training creates a direct link between learning and employment. It provides people seeking to reskill or enter a new profession with a genuine opportunity to acquire practical competencies and successfully integrate into the labour market. At the same time, it enables businesses to develop the skilled workforce they need. By responding simultaneously to the needs of individuals and employers, initiatives like this can deliver sustainable, long-term impact,” said Sophie Meinke, Head of the Skills4Recovery Project.
The training model was implemented in partnership with 29 employer partners and eight vocational education and training (VET) institutions across the city of Kyiv and ten regions of Ukraine. Training focused on occupations that are in the highest demand on the labour market.

Participants also completed training as motor vehicle mechanics, turners, electrical mechanics for electrical equipment repair, motor vehicle drivers, fitter-assemblers, and mechanics.
“For the National Development Institution, implementing this project has been a new yet highly valuable experience. It has demonstrated that close cooperation between employers, vocational education providers, and the state can generate effective solutions that both support people in their professional transition and help businesses address the shortage of skilled workers,” Andrii Hapon concluded.
