How should public support for Ukrainian businesses evolve in the years ahead?

This question was at the heart of a joint meeting of the Bankers Club, the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine, and the National Development Institution (NDI).

During the discussion, NDI Chairperson of the Management Board Andrii Hapon presented the institution’s vision for building a modern business financing ecosystem in Ukraine. He emphasized that government support should remain targeted, with a particular focus on businesses operating in the sectors and regions most affected by the war.

Looking ahead, the Affordable Loans 5-7-9% Programme will become one component of a broader financing ecosystem that integrates concessional lending, state guarantees, grant programmes, international financing, and private investment.

Participants also discussed NDI’s strategic priorities through 2030, energy resilience, and the development of green finance. The meeting featured the presentation of the Green Farming in Horticulture Programme, implemented by NDI to help horticultural producers access green financing for sustainable investments while supporting banks in developing green financial products.

The event brought together representatives of the Ministry of Finance of Ukraine, the banking sector, academia, international organisations, and professional associations to exchange views on the future of development finance in Ukraine.
