Viktor Katrenych, Deputy Chairman of the Management Board of the National Development Institution (NDI), took part in the Tech360: Policy Meets Technology conference, where he presented the concept of the updated Financial Support Navigator — a key component of NDI’s new IT platform for micro, small and medium-sized enterprises (MSMEs).
During his speech, he emphasized that the platform sets a new digital standard for state business support in Ukraine and provides entrepreneurs with access to financing based on a “from need to solution” approach.
The updated IT platform will enable entrepreneurs to quickly identify relevant funding programmes, submit applications online, and track their status through a personal account. It ensures full digitalisation of the entire process — from application submission to monitoring the targeted use of funds.
“NDI is creating a unified digital space where entrepreneurs no longer need to search for opportunities — the system itself offers tailored solutions based on specific business needs. This is not just an IT product, but a new philosophy of state support — fast, transparent and accessible to every entrepreneur,” said Viktor Katrenych.
The platform will be integrated with state registries and the Diia ecosystem, enabling automated verification processes and significantly reducing decision-making time. At the same time, the use of digital scoring and automated selection procedures will minimise human factor influence and ensure equal access to financing.
The solution will also streamline cooperation between NDI, partner banks and international donors within a single infrastructure based on unified data exchange standards. This will enhance the efficiency of both lending and grant programmes and enable the simultaneous processing of thousands of applications.
Particular attention has been paid to cybersecurity and data protection. The platform complies with Ukrainian legislation and European standards, including GDPR, NIS2 and ISO/IEC 27001, ensuring its reliability and readiness for international cooperation.
The IT platform is being developed with the support of the international cooperation programme STEP IN 2 EU, co-financed by the governments of Germany and Norway and the European Union under the EU4Business initiative, and implemented by the German development agency GIZ.
