The National Development Institution (NDI) and the State Institution “Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine” have signed a Memorandum of Cooperation and Partnership.
The document was signed by Andrii Hapon, Chairperson of the Management Board of the NDI, and Valerii Heiets, Director of the Institute and Academician of the National Academy of Sciences of Ukraine. The partnership establishes a strategic framework aimed at reinforcing the analytical and scientific foundation underpinning public economic policy decisions.
Within the framework of the partnership, the Institute will prepare analytical and forecasting reports, conduct research and macroeconomic modelling, and provide expert support on economic development matters. Independent monitoring and evaluation of the effectiveness of the NDI’s programmes and financial instruments will also be ensured. A dedicated focus will be placed on the development of new financing instruments and their alignment with European standards and practices applied by development finance institutions.
“For us, it is essential that every decision is grounded in robust analysis and professional expertise. Cooperation with the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine will enable us to design support instruments that genuinely contribute to economic modernisation and sustainable growth,” said Andrii Hapon, Chaiperson of the Management Board of the National Development Institution.
Valerii Heiets, Director of the Institute and Academician of the National Academy of Sciences of Ukraine, emphasised the importance of a science-based approach to policymaking: “The country’s recovery requires not isolated measures, but a systemic and evidence-based determination of financial support priorities. The Institute possesses substantial experience and a solid methodological framework to provide the necessary calculations and forecasts. Our joint efforts will not only enhance the effectiveness of the Institution’s programmes, but will also contribute to improved interagency coordination at the governmental level, ensuring a comprehensive approach to national economic development.”

The Memorandum is of a framework nature and does not entail financial obligations. Specific areas of cooperation will be defined through separate agreements.
The signing of the document marks a new stage in cooperation between the research community and the development institution, with a focus on practical solutions, programme effectiveness, and the long-term strengthening of Ukraine’s financial infrastructure.
