The official presentation of the National Development Institution (NDI) Strategy for 2026–2030 took place in Kyiv, unveiling a roadmap that defines the institution’s vision for development and its role in supporting Ukraine’s reconstruction and recovery, facilitating access to finance for businesses, and attracting investment.

🤝 The event brought together government officials, Members of Parliament, representatives of the NDI Supervisory Board, and leading international financial institutions. Participants in the presentation and discussion on Ukraine’s recovery and reconstruction included Minister of Finance of Ukraine Serhii Marchenko, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Ukraine H.E. Heiko Thoms, Chairman of the NDI Supervisory Board Mantas Šukavičius, Adviser to the Minister of Economy, Environment and Agriculture of Ukraine Andrii Teliupa, and international partners.

The establishment of the NDI is the result of the transformation of the Entrepreneurship Development Fund (EDF), launched at the Ukraine Recovery Conference 2024 under the German Government’s “VISION: NDI 2.0” initiative. This year, the institution celebrates its 30th anniversary, having evolved from the German-Ukrainian Fund into a modern National Development Institution operating in accordance with European standards.

Today’s event served not only as a platform to showcase a genuine success story, but also as an opportunity to present our ambitions for the future. We now have a clear Development Strategy for NDI for 2026–2030. Most importantly, however, we have an independent, professional and capable institution operating to European standards and working to support Ukrainian businesses, entrepreneurship and economic recovery. I wish the NDI team every success in scaling its achievements and delivering on its ambitious goals, as each new accomplishment directly contributes to Ukraine’s resilience, recovery and future,” said Minister of Finance of Ukraine Serhii Marchenko.

The NDI Strategy for 2026–2030 focuses on implementing the highest standards of transparency and governance, expanding entrepreneurs’ access to capital, and developing innovative financial instruments.

Today, the National Development Institution is becoming one of the key instruments for Ukraine’s recovery and its path towards membership in the European Union. Heiko Thoms, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Ukraine.

NDI’s roadmap extends to 2030 and is structured around three consecutive stages: building a strong institution regulated by the National Bank of Ukraine, obtaining accreditation to manage European Union funds, and launching capital market instruments. This phased approach will enable the institution to mobilise private capital and become a key driver of Ukraine’s economic recovery.

Despite the challenges of the full-scale war, we are steadily advancing towards the European Union, laying a solid foundation for our shared European future,” said Andrii Hapon, Chairman of the Management Board of the National Development Institution.

The panel discussion also brought together Yurii Draganchuk, Deputy Minister of Finance for European Integration; Gabriel Blanc, Head of the European Commission’s Ukraine Reconstruction Task Force; Jens Busma, Head of Economic Cooperation and Development at the Embassy of the Federal Republic of Germany in Ukraine; Lorenz Gessner, Head of the KfW Representative Office in Ukraine; Andrii Teliupa, Adviser to the Minister of Economy, Environment and Agriculture of Ukraine; as well as members of the NDI Supervisory Board and representatives of the financial sector.
