NDI and PUMB Sign First EUR 2.9 Million Loan Agreement to Support Ukrainian Businesses

The National Development Institution (NDI) and First Ukrainian International Bank (PUMB) announced the signing of their first loan agreement under their strategic partnership, worth EUR 2.9 million. The agreement was signed by PUMB Deputy Chairman of the Management Board Artur Zahorodnikov and NDI Chairman of the Management Board Andrii Hapon.

The signing marks the next practical step in cooperation between PUMB and NDI following the bank’s joining the Institution’s partner network. The partnership provides PUMB with access to additional financial resources, including those available through international programmes implemented via NDI to support Ukrainian businesses.

Under the agreement, NDI will provide PUMB with financial resources that the bank will channel into lending to Ukrainian entrepreneurs and companies. The funds may be used to finance investment projects, modernise and expand production, purchase equipment, and finance working capital.

The programme is aimed at individual entrepreneurs, as well as privately owned micro, small and medium-sized enterprises (MSMEs) that operate, develop their businesses and invest in Ukraine.

“Micro, small and medium-sized enterprises are a cornerstone of Ukraine’s economic resilience. As a state development institution, NDI’s strategic objective is to provide the banking sector with long-term, liquid funding to expand lending to the real economy.

Our agreement with PUMB establishes an effective financial mechanism that will enable businesses to access affordable financing for modernising production capacities, upgrading their equipment and facilities, and strengthening their working capital. Through this cooperation, we are joining forces to enhance the competitiveness of Ukrainian companies and stimulate investment activity in the country.”

“The signing of the first loan agreement with NDI is an important practical milestone in a partnership that we initially launched through state-supported preferential programmes in February 2020 and successfully expanded towards attracting funding from international investors several months ago. Today, many Ukrainian businesses are not simply restoring their operations; they are transforming their business models and investing in greater operational resilience, energy independence, production modernisation and expansion into new markets. That is why access to financing is a critical factor for business development.

The first loan agreement provides a foundation for further scaling up cooperation between NDI and PUMB. The parties plan to expand the volume of available financial resources and increase the number of Ukrainian businesses that can access funding for development and investment projects.

PUMB’s partnership with NDI is part of the bank’s broader efforts to expand financing instruments available to Ukrainian businesses. The bank cooperates with NDI under a number of state support programmes, including the “Affordable Loans 5-7-9%” programme, “Affordable Leasing”, “Affordable Factoring”, “Defence Industry Lending” and “Defence Industry Leasing”.

Under the “Affordable Loans 5-7-9%” programme, PUMB consistently ranks third among all participating banks, with total financing under signed loan agreements exceeding UAH 60 billion.
