The National Development Institution will implement an initiative to restore Ukraine’s industrial sector in partnership with Germany

The National Development Institution of Ukraine (NDI) will soon launch the Ukrainian-German initiative “Industrial Ramstein”, aimed at the recovery and modernization of Ukraine’s industrial sector.

The Joint Declaration of Intent was signed by the Ministry of Economy, Agriculture and Environment of Ukraine and the Federal Ministry for Economic Cooperation and Development of Germany on April 14 in Berlin, with the participation of Friedrich Merz and Volodymyr Zelenskyy.

Initial funding of €30 million, to be provided by Germany through KfW, will be primarily directed towards supporting war-affected enterprises, as well as the development of high value-added production.

The programme will combine grants, loans, guarantees, and other financial instruments, enabling tailored support for specific companies and projects, with a focus on industrial modernization, the launch of new or relocated production facilities, and integration into European supply chains.

Within the broader framework of international coordination, Ukraine plans to expand the “Industrial Ramstein” Alliance during URC2026 in Gdańsk, engaging new partners with the support of the European Commission.
The NDI is already a trusted partner of BMZ, which supports the transformation of the Entrepreneurship Development Fund into a modern development institution based on the KfW model.

The implementation of this initiative through the National Development Institution represents a significant step towards establishing a systemic financing model for economic recovery and strengthening Ukrainian businesses.
